Micooz	e24bac5bb2	feat(util): add functions to deal with CMD(GBK by default) of Windows functions: - Utils::utf8_to_gbk, convert utf8 to gbk. This is because we cannot output utf8 to CMD directly on Windows. - Kv::add, add k-v pair to storage which v is gbk encoding on Windows.	10 years ago
